When I was in Turkmenistan a few years ago, the only internet connection I could find (they wouldn't let me use the putatively public one at the American Embassy) was in a four-star hotel, priced well out of range of most Turkmens. The post-Niyazov government has recently set up public internet cafes--a nice move, except that they've been plagued by any number of technical problems and (more ominously) armed guards.
